Relating generally to standardized testing requirements for nonpublic schools [HB-2651]
The purpose of this bill is to require standardized test to be administered to nonpublic students between the ages of seven and seventeen; require the test administered to be a nationally normed standardized achievement test; require that the test administered be published or normed within ten years from the date of administration; and provide testing alternatives to nonpublic students between the ages of seven and seventeen with learning disabilities.

Relating to primary and secondary school instructional terms [HB-2584]
The purpose of this bill is to modify primary and secondary school instructional terms. The bill removes the word “separate” throughout the section as it relates to the number of instructional days in the school calendar. The bill requires that the instructional term for students begin no earlier than August 10 and end no later than June 10, except for schools operating on a balanced calendar. The bill removes preparation for opening and closing school from mandatory list of areas for which remaining noninstructional days may be designated by county

Relating to employment of retired teachers and prospective employable professional personnel in areas of critical need and shortage [HB-2637]
The purpose of this bill is to extend the date for expiration of provisions related to the employment of a retired teacher as a substitute beyond the post-retirement limit in areas of critical need and shortage to June 30, 2020. Speech pathologists and school nurses are added for inclusion under these provisions. The bill also addresses the employment of prospective employable professional personnel in areas of critical need and shortage by allowing county-level determination of the areas, requiring a notice of the positions prior to making offers

The purpose of this bill is to create additional flexibility for school systems in the use of school aid funds. The bill moves the basis for calculation the foundation allowances for professional educators and service personnel to an authorized positions ratio, rather than the number employed subject to a limiting ratio. Necessary related adjustments for professional instructional personnel are made and issues raised by the Legislative Auditor are addressed. Relating to employment, promotion and transfer of professional personnel by county boards of education [HB-2569]
The purpose of this bill is to remove the provision that requires a random selection system to be used to determine the priority of employees if two or more have identical seniority when a county board of education is making decisions concerning reductions in force. It requires the decisions to be based on qualifications as determined by the county boards.
