Requires an insurer to pay interest on the principal sum awarded by the court at the judgment rate from the date of the filing of a civil action that is instituted by an insured against his insurer, or by a third party asserting a claim against an insured covered by an insurer under a liability insurance policy, when the action is instituted after the insurer has denied coverage or liability.
