Allows the court to enforce compliance with a summons for witness or a subpoena duces tecum served on the registered agent of a foreign business entity registered with the State Corporation Commission to transact business in the Commonwealth, regardless of whether the foreign business entity is a party to the underlying case. Requests for medical records; fee limits and penalty for failure to provide. Provides that when documents are requested or subpoenaed, the requester or subpoenaing party has the option of specifying that the documents are to be produced by the health care provider in hard copy or electronic format, and where a requester makes no specification, the documents are to be produced in electronic format. Requires localities to adopt ordinances requiring that a criminal history background check be performed before an individual is authorized as a driver and at least once every two years thereafter. Medicaid nonemergency transportation providers; background checks. Requires every provider with whom the Department of Medical Assistance Services enters into a contract for the provision of nonemergency transportation services to individuals eligible for medical assistance to conduct national fingerprint-based criminal history background checks for every applicant hired for employment at the time of hiring and annually thereafter and establishes crimes conviction of which shall constitute a barrier to employment.
