Defining "mortgage lender" to mean a person that is duly licensed under certain provisions of the Financial Institutions Article; clarifying the definition of "consumer claim"; and declaring the intent of the General Assembly that the Act be construed as clarifying the Maryland Collection Agency Licensing Act and that, with regard to sales of real property to bona fide purchasers, the Act applies only to sales made on or after June 1, 2020.

Increasing Opportunity for Former Foster Youth Act [S.3025] [Children and Youth ] [Funding ] [Grants ] [Human Services ] [Housing ] [Poverty ] [Family-Related Legislation ]
Establishes and funds grants to provide services to youth aging out of the foster care system. Such grants must be awarded based on specified degrees of evidence-based effectiveness. Grant applications must specify the target population for the grant, such as foster youth who (1) are at risk of homelessness; (2) have, or are expecting, a child; (3) lack financial stability; or (4) have been involved with the juvenile justice system. The bill also modifies child welfare programs to facilitate the enforcement of child support orders.

Consumer Protection for Medical Debt Collections Act [HB-5330] [Consumer Protection ] [Healthcare ] [Finance ]
Restricts the inclusion of medical debt on a consumer credit report. A consumer reporting agency is prohibited from including on a consumer credit report, and a person is prohibited from reporting to such agency (1) medical debt arising from a medically necessary procedure, or (2) other medical debt less than a year old. A person reporting medical debt to a consumer reporting agency must first provide notice to that consumer regarding the restrictions on including medical debt on credit reports. Fair Student Loan Debt Collection Practices Act [HB-5287] [Student Loans ] [Consumer Protection ]
Prohibits a debt collector from collecting on federal student loan debt owed by a borrower earning under a certain income. Specifically, a federal student loan debt collector may not attempt to collect if a borrower would qualify for a zero-dollar payment under an income-driven repayment plan. Additionally, a debt collector may not attempt to collect an amount greater than the payment the borrower would owe under such a plan.

Private Loan Disability Discharge Act of 2019 [HB-4545] [Student Loans ] [Taxes ] [Healthcare ] [Disabilities ]
Directs the holder of a private education loan to discharge the loan in the event of the borrower's death or total and permanent disability. The obligation of a cosigner for a private education loan is also discharged in the event of total and permanent disability of the borrower.
