Defines "waiting room" within a medical cannabis retail dispensing location and clarifies public access to the waiting room. Relating To Medical Cannabis. [SB-1380]
Requires that written certifications for a patient with a chronic condition be valid for three years. Removes the requirement that a certifying physician or advanced practice registered nurse have a "bona fide" physician-patient or advanced practice registered nurse-patient relationship to certify that a patient has a debilitating medical condition pursuant to chapter 329, Hawaii Revised Statutes. Relating To Campaign Finance. [HB-65]
Increases the amount of fines that may be assessed against a noncandidate committee for violations of organizational report requirements. Increases the amount of fines that may be assessed against noncandidate committees for violations of advertisement disclosure requirements. Increases the fines for advertisements paid by noncandidate committees making only independent expenditures.

Relating To The Security Of Public Places. [SB-1591]
Creates a Public Places Special Fund to fund hiring private security to work with county law enforcement to enforce state or county laws, rules, ordinances, or regulations prohibiting camping, loitering, nuisance, or other violations in public places. Allocates .005 per cent of the transient accommodations tax to the Public Places Special Fund to be allocated to the counties in proportion to the amount of tax collected in each county.
