Seniors Mental Health Access Improvement Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) cover marriage and family therapist services and mental health counselor services under Medicare, (2) exclude such services from the skilled nursing facility prospective payment system, and (3) authorize marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

Commonsense Reporting Act of 2017 This bill amends the Patient Protection and Affordable Care Act and the Internal Revenue Code to modify the requirements for employers to report health insurance coverage information to the Internal Revenue Service (IRS) by the end of the tax year. The bill changes the information that is required and permits employers to voluntarily report the information prior to the beginning of open enrollment. To amend title XI of the Social Security Act to require States to annually report on certain adult health quality measures, and for other purposes. (Sec. 1) This bill requires the Centers for Medicare & Medicaid Services to expand its core set of adult health quality measures for Medicaid-eligible adults to include measures specific to behavioral health. A state Medicaid program must report annually on such measures.
