Alternatives to Opioids Prescribing Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to carry out a demonstration project to evaluate alternatives to the use of opioids to treat Medicare enrollees in hospital emergency departments. Under the project, the CMS must provide incentive payments to participating hospitals for decreasing the use of opioids and increasing the use of opioid alternatives.

A bill to amend title XVIII of the Social Security Act to permit review of certain Medicare payment determinations for disproportionate share hospitals, and for other purposes. This bill allows administrative or judicial review of additional Medicare disproportionate share hospital (DSH) payment determinations for acute care hospitals known as subsection (d) hospitals. Under current law, the Centers for Medicare & Medicaid Services must make DSH payments to qualifying hospitals that treat a disproportionate share of low-income patients.

Saving Lives Through Proper Notification of Overdoses Act This bill requires the Department of Health and Human Services to annually notify health care providers about health information that may be disclosed under federal privacy laws to families and caregivers during emergencies, including overdoses. The notification may be included in other (already required) training materials for health care providers relating to permitted disclosures of patients' mental or substance use disorder treatment information.
