Easy Enrollment Act of 2018 This bill amends the Patient Protection and Affordable Care Act to shift the annual open enrollment period for health care exchanges. Beginning with calendar 2020, the annual open enrollment period must begin on a date set by the Department of Health and Human Services and must end on April 15 of that calendar year. Under current law, for benefit years beginning on or after January 1, 2018, the annual open enrollment period begins on November 1 and ends on December 15 of the calendar year preceding the benefit year.

9/11 Heroes Medal of Valor Act of 2017 (Sec. 2) This bill makes eligible for the 9/11 Heroes Medal of Valor a public safety officer who: (1) participated in the response to the terrorist attacks of September 11, 2001; and (2) died because of such participation as a result of a WTC-related health condition (i.e., a World Trade Center-related health condition).

MEDS Act Marijuana Effective Drug Studies Act of 2017 This bill amends the Controlled Substances Act to establish a new, separate registration process to facilitate research involving marijuana and the commercial production of drugs made from marijuana. Specifically, the bill requires the Drug Enforcement Administration to register manufacturers and distributors to supply marijuana: (1) for use in research, and (2) for the commercial production of approved drugs containing or derived from marijuana.

Opioid Minority Health Report to Congress Act of 2018 This bill requires the National Institute of Minority Health and Health Disparities to report annually on the impact of the opioid epidemic on racial and ethnic minority groups, including the scope of the epidemic, whether expansion of coverage for medication-assisted treatment under the Medicare and Medicaid programs could decrease opioid use and overdose deaths, and the extent of participation by such groups in pain management clinical trials.

RIP MSP Act Repeal Insurance Plans of the Multi-State Program Act This bill repeals a provision of the Patient Protection and Affordable Care Act that allows the Office of Personnel Management (OPM) to enter into contracts with health insurance issuers to offer multi-state plan options. OPM must report about specified efforts in its process to wind down the multi-state program. The bill rescinds specified unobligated funds that were provided to OPM for staffing and administering the multi-state program.

Tobacco to 21 Act This bill prohibits the sale or distribution of tobacco products to individuals under the age of 21.The Department of Health and Human Services must enforce this prohibition by taking necessary actions including, as appropriate, conducting undercover compliance checks, performing retailer inspections, initiating enforcement actions for noncompliance, and establishing requirements that retailers check identification.
