The purpose of this bill is to regulate firearms and other deadly weapons. The bill attempts to deal with this issue in every provision of the Code where firearms and carrying or exhibiting a deadly or dangerous weapon is mentioned. This bill is to be known as The West Virginia Gun Owners Protection Act of 2011". Otherwise, the bill regulates firearms and other deadly weapons; it provides uniform statutory definition of business days for purposes of computation of time; it provides that the rights of local conservators of the peace and reserve

Relating to licenses to carry deadly weapons [HB-4507]
The purpose of this bill is to allow individuals with a valid Concealed Carry Permit to be exempt from the National Instant Criminal Background Check System (NICS) when purchasing a firearm. It would further conform state law to federal law.

Clarifying the distinction between hunters and shooters in the field [HB-4505]
The purpose of this section is to better clarify the distinction between hunters and shooters in the field. It would allow shooters who are in possession of a firearm in or near the woods to not have to possess a valid hunting license.

Relating to the disposition of forfeited or abandoned firearms [HB-4495]
The purpose of this bill is to require West Virginia law-enforcement agencies to return forfeited or abandoned firearms to their lawful and legal owners. This would also require them to make all available efforts to make available for sale the firearm in question to licensed individual dealers.
