Relating to cost reimbursement of servicing high-cost/high-acuity special needs students [SB-513]
The purpose of this bill is to provide a more equitable distribution to county boards of reimbursement of the costs of serving high cost/high acuity special needs students. These are students whose educational costs exceed three times the average per student cost and include regularly enrolled, out-of-state placed and residential facility students with special needs who are enrolled with a county board. Relating to calculating local share [SB-432]
The purpose of this bill is to delay the imposition of penalties until a county’s assessments are below the constitutionally required 60% of market value including the 10% variance for two consecutive years; changing the Tax Commissioner’s deadline for reporting the total assessed values to the state Board of Education from December 1 to March 1; requiring that in any county for which a valid sales ratio analysis cannot be obtained due to a lack of arm’s-length sales of property in the county it be assumed that all property in the county is assessed

Relating to public school curricular standards and assessments [SB-429]
The purpose of this bill is to affirm the parent or guardian as the final authority in all matters of a student’s education and to require prior parental or guardian written affirmative consent for disclosure of any student information other than aggregate data that is not personally identifiable. The bill prohibits the State Board of Education from continuing to implement the Common Core assessments, and requires the formation of a Legislative Common Core Committee to conduct statewide hearings on the common core standards and associated assessments

Relating to county board of education employee personal leave accrual [SB-284]
The purpose of this bill is to require that full-time employees of county boards of education accrue personal leave on a monthly basis, with days accrued at the end of each pay period, and may only use personal leave up to the amount actually accrued.
