Authorizing a police officer who has reasonable grounds to believe that an individual has been driving while impaired by a controlled dangerous substance to request that the individual submit to an oral fluid test; prohibiting a police officer from using the results of a test as the only guide in deciding whether charges should be filed; prohibiting the results of a test from being introduced as evidence in any court action; etc.

Legalizing the use and possession of a certain amount of cannabis by an individual who is at least 21 years of age; providing for the clearing of criminal records and disposition of certain charges relating to the use and possession of cannabis; and establishing a system for the regulation and taxation of the market for the production and sale of cannabis in the State.
