Fair Treatment for Families of Veterans Act This bill changes the effective date for reductions or discontinuances of Department of Veterans Affairs dependency and indemnity compensation by reason of the death of a payee from the last day of the month before death to the last day of the month of death. A veteran's surviving spouse who receives both dependency/indemnity compensation and service- or non-service-connected disability/death payments for the month of the veteran's death shall be entitled to the greater of the two payments.

Honoring Service Through National Park Access Act This bill amends the Consolidated Appropriations Act, 2005 to direct the Department of the Interior to make the National Parks and Federal Recreational Lands Pass available at a cost of $80 to any veteran who was separated from military service under conditions other than dishonorable, if the veteran provides specified proof of that status. Such pass shall be valid for the lifetime of the passholder.

Child Abuse Accountability Enhancement Act This bill requires that retired pay otherwise payable to a member of the uniformed services shall be paid by the military department concerned to another person to the extent expressly provided in a child abuse garnishment order. "Child abuse garnishment order" means a final court decree that provides for garnishment to enforce a judgment rendered against the member for physically, sexually, or emotionally abusing a child.
