As enacted, adds as a factor the court may consider for the purpose of enhancing a defendant's sentence upon conviction of a criminal offense, consideration of whether the defendant committed the offense of aggravated assault or attempted first degree murder on grounds or premises defined as a healthcare facility. - Amends TCA Title 39 and Title 40.

As enacted, requires the superintendent or jail administrator to notify the department of corrections of the amount of sentence reduction credits for good institutional behavior that a convicted felon should receive for the felon's time incarcerated prior to imposition of sentence instead of the superintendent or jail administrator objecting to an award of credits at the rate of eight days for each month served. - Amends TCA Title 40 and Title 41.
