Closing the College Hunger Gap Act of 2019 [HB-3718]
Requires the Department of Education (ED) to collect data on the food and housing insecurity of college students. Specifically, ED must add questions that measure rates of food and housing insecurity to the National Postsecondary Student Aid Study. In addition, ED must collect data on student eligibility under the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). ED must also provide students with contact information for the state agency that administers SNAP in their state.

Veterans Jobs Opportunity Act [S.2100]
Allows a new business-related tax credit for 15% of the start-up expenditures, up to a maximum of $50,000 in a taxable year, of a veteran-owned small business. The business must be owned and controlled by one or more veterans or their spouses and have its principal place of business in an underserved community. The bill defines "underserved community" as any area located within a HUBZone, an empowerment zone or enterprise community, an area of low or moderate income, or a county with persistent poverty.

Treatment Family Care Services Act [HB-3649]
Requires the Department of Health and Human Services (HHS) to issue guidance outlining opportunities for states to fund treatment family care services through Medicaid, the Payments for Foster Care and Permanency program, or other HHS programs. Treatment family care services are structured, daily emotional and behavioral services and interventions provided in a home-based setting for children less than 21 years old. Additionally, HHS must develop and issue guidance about best practices for states to establish treatment family care services programs.

College Student Hunger Act of 2019 [HB-3809]
Expands the eligibility of students at institutions of higher education to participate in the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). SNAP eligibility for students is expanded to include certain low-income students who (1) are employed a minimum of 10 hours per week (currently 20 hours) during the regular school year, (2) are eligible for a federal Pell Grant, (3) have an expected family contribution equal to zero, or (4) are independent. Disability Employment Incentive Act [HB-3992]
Expands tax credits and deductions that are available for employers who hire and retain employees with disabilities. The bill expands the work opportunity tax credit to include the hiring of employees who receive Social Security Disability Insurance (SSDI) benefits. For employers who hire vocational rehabilitation referrals, Supplemental Security Income recipients, or SSDI recipients, the bill also (1) increases the amount of wages that may be taken into account for the credit, and (2) allows an additional credit for second-year wages. Expands eligibility for children to receive benefits under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). BASIC Act Basic Assistance for Students In College Act [S.2225]
Directs the Department of Education (ED) to award planning and implementation grants to institutions of higher education in order to identify and meet the basic needs of students, including food, housing, transportation, and health care.
