Requires the Federal Energy Regulatory Commission (FERC) to consider greenhouse gas emissions associated with the construction and operation of a natural gas pipeline when considering whether to issue a certificate of public convenience and necessity for the pipeline. FERC shall also consider the greenhouse gas impacts of the production, transportation, and combustion of the natural gas transported through the pipeline.

Allows energy tax credits through 2021 for investments in (1) qualified biogas property, or (2) qualified manure resource recovery property. METHANE Act Methane Emissions from Transmission Harm American Neighborhoods and the Environment Act [S.2469]
Requires operators of distribution pipelines to use advanced leak detection technology to detect and repair leaking pipelines, including high sensitivity methane detectors mounted on a vehicle or aircraft that is equipped with global positioning system technology. The bill also requires operators to report to the Department of Transportation any event that involves a release of gas from a pipeline facility that results in an unintentional estimated gas loss of 50,000 cubic feet or more.

Stopping Aggressive Incursions on Liberty by Ordering Russian Sanctions Act [HB-3841]
Directs the President to impose visa- and asset-blocking sanctions on a certain number of senior officers of Russia's Border Service or Federal Security Service, as well as on the families and close associates of such officers. Revises the duties of the Transportation Security Administration (TSA) to include securing pipelines and pipeline facilities against cybersecurity threats, acts of terrorism, and other acts that jeopardize the physical security or cybersecurity of the pipelines or facilities. Nogales Wastewater Fairness Act [S.1783]
Directs the U.S. Section of the International Boundary and Water Commission to charge Nogales, Arizona, no more than an equitable proportion of the costs for operating and maintaining the Nogales sanitation project. The sanitation project includes (1) the International Outfall Interceptor and the trunkline, which is a sewer line that carries wastewater along the U.S. and Mexico border; and (2) the Nogales International Wastewater Treatment Plant. Nogales is not obligated to pay the capital costs of repairing or upgrading the project.

Protecting Europe’s Energy Security Act of 2019 [HB-3206]
Directs the President to impose visa- and asset-blocking sanctions on any foreign person that knowingly provides pipe-laying vessels for constructing a Russian-origin energy export pipeline that makes landfall in Germany or Turkey. The President may waive the sanctions as to specific persons if it is in the U.S. national interest to do so and if the President notifies Congress of the decision.
