Stopping Aggressive Incursions on Liberty by Ordering Russian Sanctions Act [HB-3841]
Directs the President to impose visa- and asset-blocking sanctions on a certain number of senior officers of Russia's Border Service or Federal Security Service, as well as on the families and close associates of such officers. The sanctions shall terminate when the President certifies to Congress that Russia has released the Ukrainian ships and sailors it had seized on November 25, 2018, in the Kerch Strait.

Climate Action Rebate Act of 2019 [S.2284]
Imposes a carbon fee on the use, sale, or transfer of certain fossil fuels and fluorinated gases that emit greenhouse gases into the atmosphere. The fee is imposed on producers and importers of such fuels and is deposited into a Climate Action Rebate Fund established by this bill. SWAP Act Stemming Warming and Augmenting Pay Act of 2019 [HB-4058]
Imposes a tax on combusted fossil fuel greenhouse gas emissions. The tax is equal to $30 per metric ton of carbon dioxide equivalent emissions beginning in 2021. The tax increases by 5% plus inflation each year and increases by $3 per ton every two years if the previous year's emission goals are not met.
