A resolution expressing the sense of the Senate that the Department of the Interior has broken a commitment to the Blackfeet Tribe to defend the cancellation of all leases in the Badger-Two Medicine area and urging the Department of the Interior to work closely with the Blackfeet Tribe to defend the Badger-Two Medicine area from oil and gas development. This resolution expresses the sense of the Senate that the Department of the Interior broke a commitment to the Blackfeet Tribe and must pursue and defend the cancellation of all oil and gas leases in the Badger-Two Medicine area. The resolution also urges Interior to work closely with the tribe to protect the Badger-Two Medicine area from oil and gas leases and to remedy the mistakes that led to leases being issued without consultation with the tribe.

Energy Security Cooperation with Allied Partners in Europe Act of 2019 [S.1830]
Establishes and modifies provisions related to U.S. international energy strategy. Waterway LNG Parity Act of 2019 [S.1774]
Amends the Internal Revenue Code to provide for an energy equivalent for a gallon of diesel, in the case of liquefied natural gas (LNG), for the purposes of the 29 cents per gallon Inland Waterways Trust Fund financing rate. (The rate is used for the excise tax on fuel used in commercial transportation on inland waterways.) The bill specifies that the energy equivalent of a gallon of diesel is 6.06 pounds of LNG.

Protecting Europe’s Energy Security Act of 2019 [HB-3206]
Directs the President to impose visa- and asset-blocking sanctions on any foreign person that knowingly provides pipe-laying vessels for constructing a Russian-origin energy export pipeline that makes landfall in Germany or Turkey.
