The new Twelfth Circuit shall be composed of the following states: Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington. Superior National Forest Land Exchange Act of 2019 [HB-527]

Directs the Department of Agriculture (USDA), if the PolyMet Mining Corporation, Inc., offers to convey 6,690 acres of non-federal land within the Superior National Forest in St. Louis County and Lake County in Minnesota, to accept the offer and, in exchange, convey 6,650 acres of National Forest System land within the forest to PolyMet. The United States shall reserve the mineral rights on 181 acres of such federal land parcel. PolyMet shall waive any payment otherwise owed to it by the United States to equalize the values of the exchanged lands.

Manage our Wolves Act (Sec. 2) This bill addresses the protection of the gray wolf (Canis lupus) under the Endangered Species Act of 1973. Specifically, the Department of the Interior must issue a rule to remove the gray wolf in the contiguous 48 states from the list of endangered or threatened species and reinstate a rule that removed the gray wolf in the Western Great Lakes region from the list. The bill exempts those rules from judicial review as well as a rule that removed the gray wolf in Wyoming from the list.
