This bill requires the Department of the Interior to reissue two rules that removed protections under the Endangered Species Act of 1973 for the gray wolf populations located in Wyoming and the western Great Lakes (all of Wisconsin, Michigan, and Minnesota, as well as portions of North Dakota, South Dakota, Iowa, Illinois, Indiana, and Ohio).

Gray Wolf State Management Act of 2017 (Sec. 2) This bill requires the Department of the Interior to reissue two rules that removed protections under the Endangered Species Act of 1973 for the gray wolf populations located in Wyoming and the western Great Lakes (all of Wisconsin, Michigan, and Minnesota, as well as portions of North Dakota, South Dakota, Iowa, Illinois, Indiana, and Ohio). In addition, this bill prohibits judicial review of the reissued rules.

Honoring Hometown Heroes Act DIVISION A--HONORING HOMETOWN HEROES ACT Honoring Hometown Heroes Act (Sec. 10102) This division authorizes the governor of a state, territory, or possession of the United States or the Mayor of the District of Columbia to proclaim that the U.S. flag shall be flown at half-staff in the event of the death of a first responder (public safety officer) working in such jurisdiction who dies while serving in the line of duty. DIVISION B--SUPPLEMENTAL APPROPRIATIONS, TAX RELIEF, AND MEDICAID CHANGES RELATING TO CERTAIN DISASTERS
