Commonwealth Transportation Board (CTB); composition. Changes the composition of the CTB so that one member will be appointed from each of Virginia's congressional districts and three more will be at-large appointees. The three ex officio members remain unchanged. The bill also replaces the term metropolitan statistical areas with metropolitan planning areas with populations greater than 200,000.

Transportation Revenue Fund. Establishes the Transportation Revenue Fund and dedicates revenues attributable to economic growth from Virginia's cargo marine terminals to the Fund. The bill also provides that if the operations at one or more ports of Virginia are turned over to a private entity, the money paid by the private entity to the Commonwealth shall be deposited to the Fund.
