Restore Our Parks Act [S.500]
(1) establishes the National Park Service Legacy Restoration Fund, and (2) requires 50% of all energy development revenues for FY2020-FY2024 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting the priority deferred maintenance needs of the National Park Service.

Fairness For Breastfeeding Mothers Act of 2019 [S.528]
(Sec. 2) requires that certain public buildings that are open to the public and contain a public restroom provide a lactation room, other than a bathroom, that is hygienic and is available for use by members of the public to express milk. The lactation room must be shielded from public view, be free from intrusion, and contain a chair, a working surface, and (if the building is supplied with electricity) an electrical outlet. DRAIN Act Decentralize Regulatory Agencies, Include the Nation Act of 2019 [S.493]
Requires the Office of Management and Budget and the General Services Administration to jointly develop and implement a plan for relocating nonsecurity agencies outside the National Capital region by the later of October 1, 2029, or the expiration date of the lease for the building in which the nonsecurity agency's headquarters is located. Requires certain federal employees to notify Congress at least 30 days before spending more than $5,000 to furnish or redecorate their offices. The bill applies to individuals who are (1) the head of a federal agency, or (2) occupy a position in the federal government that requires confirmation by the Senate. The notice must include (1) a justification and explanation for the expenditure, and (2) an overview of the current state of agency affairs.
