Requires the Committee on Foreign Investment in the United States to review certain investments made by China in the United States. Specifically, the committee must review any investment by a foreign person that (1) involves the acquisition of real estate in the United States and the establishment of a U.S. business on such real estate, and (2) could result in direct or indirect control of that U.S. business by China. Requires the U.S. Trade Representative (USTR) to extend for at least one year the exclusion of certain Chinese goods from additional duties. Such goods include medical-care products needed to address the COVID-19 (i.e., coronavirus disease 2019) pandemic. The USTR is not required to take such action if it determines that (1) a good is strategically important or related to certain Chinese industrial programs, and (2) such an extension would cause severe harm to the United States.

Market Economy Sourcing Act [S.4008]
Limits the content from nonmarket economy countries that may be included in free trade agreement qualifying goods. A nonmarket economy country is a foreign country that does not operate on market principles of cost or pricing structures, so that sales of merchandise in such country do not reflect the fair price of the merchandise. The bill requires that, during the five-year period following entry into force of a free trade agreement, no more than 20% of a qualifying good may originate in a nonmarket economy country, and no more than 10% thereafter.
