Relating To Parking For Disabled Persons. [HB-696]
Clarifies that the exemption from payment of parking fees is an exception for drivers who are unable to reach or operate a parking meter or unattended pay station because of a physical disability, and who display a disabled paid parking exemption permit. Clarifies that the time limits for the parking fee exemption applies to unattended pay stations as well as meters. Makes the unauthorized act of selling or buying a disability parking permit a misdemeanor. Provides that law enforcement may confiscate a disability parking permit that has been altered

Establishes a five-year general excise tax exemption starting January 1, 2020, for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility or from the construction of a facility that services and maintains helicopters; provided that 75% of the helicopters serviced and maintained annually in the facility are equipped with quiet technology. Relating To Vehicle Weight Tax. [SB-974]
Repeals the county vehicle weight tax exemption for active duty military personnel who are stationed at a military installation or assigned active military duty in the State as of January 1, 2022. Expands the county vehicle weight tax exemption to include spouses of Hawaii National Guard or military reserves members who claim Hawaii as their residence of record and disabled veterans. Increases the total number of vehicles that are qualified for the weight tax exemption under certain conditions.
