Absentee voting; double voting. Makes it unlawful to notify a voter that his absentee ballot has been rejected until the polls have closed on the election day and prohibits the counting of any provisional ballot cast by a voter at a precinct if an absentee ballot cast by him in the same election has been rejected at the central absentee voter precinct.
