Makes it unlawful for anyone to solicit, in person, absentee ballot applications or ballots from individuals in any hospital, nursing home, or assisted living facility. The prohibition does not apply to family members or to general or assistant registrars, electoral board members, or their staffs. A violation of the section is a Class 1 misdemeanor under § 24.2-1017.

If both ballots are received prior to the close of the polls, the state ballot will be the one counted.

Provides that in a county with the urban county executive form of government (Fairfax County) a special election to fill a vacancy on the board shall be called no fewer than 45 days, rather than 30 days, after the vacancy occurs to allow sufficient time to prepare for the election. This change is also applicable to urban county executive form school board vacancies through a cross-reference in § 22.1-57.3.
