Assessing an additional $10 penalty on all speeding tickets [HB-2961]
The purpose of this bill is to assess an additional $10 penalty on all speeding tickets. The bill provides that the additional $10 be divided between the county where the ticket was issued and the county school system for computers for students who do not have computers. The bill also permits the school or county board of education to have access to all passwords and to monitor all activity on the computers.

Relating to the improvement of schools and school districts [HB-2756]
The purpose of this bill is to facilitate the improvement of schools and school districts through a number of strategies. The bill will require improvement plans to plan for early warnings and intervention, updates high quality education standards, requires the state annual performance measures to account for growth over the previous year, narrows deadlines for improvement of low performance in schools, authorizes the district- wide transfer of principals in school systems in low-performing counties, and increases the graduation rate.

Authorizing a tax credit for new teachers in critical needs areas [HB-2731]
The purpose of this bill is to authorize a tax credit for new teachers in critical needs areas. It requires the State Board of Education to determine standards defining "critical needs areas" in both subject areas and geographic areas. The tax credit for the first three years of employment in such an area shall equal the teachers' liability for personal income taxes. If the teacher continues to teach in a critical needs area for another five years, the tax credit is equal to fifty percent of the tax liability.

Adding to the definition of harassment, intimidation or bullying [HB-2704]
The purpose of this bill is to add to the definition of harassment, intimidation or bullying and require a child to attend two months of counseling provided by a school if he or she is found to be bullying a fellow student. This bill also prescribes punishment for failure to comply with the counseling requirements.

Relating to donation and transfer of surplus state owned personal computers for educational purposes [HB-2501]
The purpose of this bill is to provide a process for the donation and transfer of surplus state owned personal computers for educational purposes. The bill makes legislative findings and defines terms. The bill provides a process for the Chief Technology Officer to review the usability of donated personal computers prior to disposal. The bill also sets forth obligations of state agencies seeking to donate personal computers, the Division of Purchasing, the State Agency for Surplus Property, the State Board of Education and the county boards of education.
