Providing in-state tuition rates for certain out-of-state medical and osteopathic students [SB-80]
The purpose of this bill is to create a tuition waiver program, allowing out-of-state medical students who commit to practice in an underserved area of West Virginia for a specified period, may pay in-state tuition. The bill sets forth the conditions for approval in the program. The bill provides for repayment of the tuition waiver if the student does not practice in the underserved area; The bill also grants rule making authority.

Providing Higher Education Policy Commission license barber and cosmetology schools and instructors [SB-573]
The purpose of this bill is to move the licensing of Cosmetology and Barber schools and instructors from the professional licensing board to the West Virginia Higher Education Policy Commission the same as other occupational and vocational schools, specifically modeled after the language covering Massage Therapy schools. The bill moves the various program length requirements from regulation into code. It provides for the continuation of school and instructor licenses as if originally issued by the West Virginia Higher Education Policy Commission.

Relating to college and career readiness initiative [SB-568]
The purpose of this bill is to create a college and career readiness initiative in which the State Board of Education, the Higher Education Policy Commission and the Council for Community and Technical College Education collaborate to formally adopt uniform college and career readiness standards for English/language arts and math; require that certain assessments or exams be used to determine whether a student meets the standards; require that an explicit focus be embedded in each course on the development of English/language arts and math skills;
