Establishing the State Board of On-Site Wastewater Professionals in the Department of the Environment to regulate individuals who provide on-site wastewater services in the State and to establish minimum standards for certain on-site wastewater systems; requiring the Department, in consultation with the Board, to set certain fees for the issuance and renewal of licenses and other Board-provided services; establishing the On-Site Wastewater Professionals Fund; requiring the Board to establish a certain code of ethics; etc.
Relating To The Transfer Of Non-agricultural Park Lands. [HB-1658]
Exempts easements granted over public lands affecting the transfer of public lands between the Department of Land and Natural Resources and the Department of Agriculture from formal county subdivision process and approval requirements. Before the transfer of non-agricultural park lands, authorizes the Department of Agriculture to request information from the Department of Land and Natural Resources related to the establishment of necessary and reasonable easements upon the lands. Amends legislative findings regarding non-agricultural park lands.

Conservation Finance Act [SB-348]
Providing that the Department of Agriculture, the Department of Natural Resources, and the Maryland Environmental Trust must allow participants in certain cost sharing programs to participate in and receive compensation from greenhouse gas markets, carbon credits, or soil carbon programs under certain circumstances; authorizing certain units to enter into pay-for-success contracts with certain aggregators to procure certain environmental outcomes projects or already certified environmental outcomes; etc.

Provides requirements for the Board to lease state submerged lands and lands beneath tidal waters.

Requires the adopted policy to consider the impact of expected sea level rise on the encroaching structures. Prohibits the granting of any new shoreline encroachment easements until the new policy
