Judges; retirement allowance and service after retirement. Provides that the annual retirement allowance of any person who has served as a judge but retires under a different defined benefit retirement plan shall not exceed 78 percent of the person's average final compensation, unless such person after ceasing to be a judge performs five or more years of creditable service under such other defined benefit retirement plan. However, in no case shall such person's annual retirement allowance exceed 100 percent of his average final compensation. The

Grand larceny; first offender. Allows the court to defer disposition for a person charged with larceny who has not previously been convicted of or charged with a felony, an offense related to larceny, embezzlement, fraud, or any crime of moral turpitude. As a condition of probation the court must require the defendant to complete any required treatment or education program, make a reasonable effort to secure and maintain employment, perform community service, and make restitution.

Clarifies the authority of the Auditor of Public Accounts (APA) and the type of audit that shall satisfy the annual audit requirement for localities and constitutional officers. Application of foreign law in Virginia courts. Provides that court decisions and contracts and other agreements will be void as violative of the public policy of the Commonwealth where such decisions or contracts are based on foreign law, i.e., law applied in a jurisdiction outside of the United States, where the application of such foreign law would violate a person's rights guaranteed by the United States Constitution or the Constitution of Virginia.
