The purpose of this bill is to make the renewal or extension of a cellular telephone contract over the telephone without reducing the terms to writing an unfair or deceptive act or practice; and make the charging of a cancellation fee for cancelling telephone cellular service without a proper written contract illegal an unfair or deceptive act or practice.
