Divides the U.S. Court of Appeals for the Ninth Circuit into two judicial circuits: (1) the Ninth Circuit, and (2) a new Twelfth Circuit. The new Ninth Circuit shall be composed of California, Guam, Hawaii, and Northern Mariana Islands. The new Twelfth Circuit shall be composed of the following states: Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington. Directs the Department of the Interior to conduct a special resource study of the coastline and adjacent areas to the Santa Monica Bay from Will Rogers State Beach to Torrance Beach, including the areas in and around Ballona Creek and Baldwin Hills and the San Pedro section of Los Angeles, excluding the Port of Los Angeles north of Crescent Avenue. Interior shall (1) evaluate the national significance of the study area, and (2) determine the suitability and feasibility of designating it as a unit of the National Park System.

Lytton Rancheria Homelands Act of 2019 [HB-1388]
Takes into trust for the benefit of the Lytton Rancheria of California certain land owned by the tribe in Sonoma County, California. Land taken into trust shall be part of the tribe's reservation. Gaming is prohibited on land taken into trust by this bill, and on lands taken into trust for the benefit of the tribe in the future. The memorandum of agreement entered into by the tribe and the county is not subject to review or approval by the Department of the Interior.

Establishes the Sacramento-San Joaquin Delta National Heritage Area in California. The Delta Protection Commission is designated as the local coordinating entity for the heritage area. The commission shall submit a proposed management plan for the heritage area to the Department of the Interior for approval. The management plan shall not be approved until Interior has received certification from the commission that the Delta Stewardship Council has reviewed such plan for consistency with the plan adopted by the council pursuant to state law.
