Creates a new U.S. court of appeals by dividing the current U.S. Court of Appeals for the Ninth Circuit. The newly created U.S. court of appeals shall have jurisdiction over Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington.
