Create a new section of KRS Chapter 210 define "conversion therapy," "mental health professional," and "public funds"; prohibit mental health professionals from engaging in conversion therapy with a person under 18 years of age or a person who is 18 years or older who is an adult as defined in KRS 209.020 or a ward as defined in KRS 387.510; require violations to be subject to board discipline; prohibit public funds from being used for conversion therapy; add the short title "Mental Health Protection Act"; EMERGENCY.

The purpose of this bill is to grant the Insurance Commissioner the power to regulate and penalize self-insured employers. The bill also permits noncompliant employers to be compliant without penalty within 90 days after receiving notice of noncompliance. The bill also allows monetary penalties.

The purpose of this bill is to provide a more equitable disbursement of funds to county boards of education to lessen budgetary impact of serving high cost/high acuity special needs students. It also eliminates the requirements for an annual review of rules, policies and standards and federal law and a report to the Legislative Oversight Commission on Educational Accountability.

The purpose of this bill is to authorize model Community Health Equity Initiative Demonstration Projects which use existing state and local resources to promote community health and well being. The bill authorizes the Commissioner of the Bureau for Public Health to establish projects with eligibility requirements; and provides for the administration of projects. Additionally, the bill establishes the Minority Health Advisory Team including its composition and duties.
