Bill H.R. 8277: Preserving America’s Farmland Act
This bill is aimed at directing the Secretary of Agriculture to conduct a study on how installing solar panels on farmland affects agricultural production. The study will look into the economic impact of solar panel installations on farmland, including crop yields, land values, local economies, and food security. It will also examine the effects of solar panels on soil health, water resources, wildlife, and vegetation.
In addition, the study will evaluate existing tax incentives for solar panel installations on farmland and on other non-agricultural lands. It will assess programs that encourage the use of solar energy on non-agricultural lands and ones that discourage installations on farmland. The bill also requires consultation with various stakeholders in the agricultural sector.
Within two years of the enactment of this Act, the Secretary of Agriculture is required to submit a written report to the relevant committees in Congress and make the findings of the study public. Definitions of key terms, such as "covered farmland" and "land grant colleges and universities," are also provided in the bill.
