Thank you for visiting BillCam. Your privacy is important to us and we know that you care about how we protect your information. This policy covers information BillCam collects when you use our service. We invite you to review this policy explaining how your information is collected, used and shared by BillCam.

BillCam, owned and operated by DailyClout, Inc., is an embeddable, shareable legislative tracking tool that ties active federal and state-level bills and corresponding community annotation to 3rd party web sites (collectively, “Distribution Sites”).

Some Distribution Sites or distribution platforms may be co-branded with our name or logo, even though they are not operated or maintained by us. BillCam is not responsible for the privacy practices of these Distribution Sites or platforms operated by third parties.

BillCam enables and encourages users to search for bills, generate embed code for a specific bill, and embed BillCam with content related to that bill on web pages, blogs, and other sites operated by third parties whose policies regarding the handling of personal information may differ from ours. Please read the privacy policies of the sites where you embed a player, as BillCam cannot be responsible for the information handling practices of these other sites.

By visiting the BillCam site (whether or not you are a registered user) or using the embedded instances of BillCam on any of the Distribution Sites, you are accepting this Privacy Policy. If you do not want information about you to be used in the manner set forth in this Privacy Policy, please do not use BillCam.

I. INFORMATION WE COLLECT

Users of BillCam can, among other things, use all our interactive features, including voting on a bill, tweeting a federal bill sponsor, tweeting a local representative, contacting a state bill sponsor or representative by email or phone, sharing a bill on Facebook or Twitter, viewing entire bill text, commenting on sections of a bill, voting on a comment, sharing a comment, and tracking a bill. Collectively these are known as “BillCam Services.”

We may collect certain non-personally identifiable information such as usage behavior, number of clicks on BillCam, the type of browser you are using (e.g., Firefox, Internet Explorer, Chrome), the type of operating system you are using (e.g., Microsoft Windows or Mac OS), and the domain name of your Internet Service Provider (e.g., Time Warner).

There are limited pieces of information in this Policy that we may collect from you that is “Personally Identifiable Information,” (henceforth referred to as “PII”). These may include your name, your email address, birth date, gender, zip code, your picture if you upload it directly to BillCam, your social media account IDs and whether or not you are registered to vote.

We take our collection of PII and your privacy expectations very seriously, and therefore have very restricted rules for handling, using and sharing this information, as described in this Policy. It is up to you whether to disclose PII to us, although if you do not do so, certain products and services may not be available for your use.

For certain actions on BillCam, (e.g. to post a comment, rate another person’s comment, track a bill) only persons who provide us with the requested PII will be able to participate in those relevant activities and offerings.

In exchange for sharing PII, there are many functions where you can post information about yourself, your views, and your affiliations as it relates to specific bills. It is important to remember that these areas are publicly viewable to other users and organizations using BillCam. BillCam does not control which information you post to publicly viewable areas. For instance, we enable you to create a publicly viewable user name. If you create a username that identifies you individually, such as your real name, users with access to BillCam will be able to see that. It is important to distinguish your provision of PII to us directly, which we can control under this Policy, versus information you post publicly or provide to other people, to organizations, or via other services, which BillCam cannot control.

There is information automatically collected when you use BillCam Services, such as your location and information collected via cookies, web beacons, or embedded data collection technologies.

To enhance your experience, many of our web pages use "cookies." Cookies are text files we place in your computer's browser to store your preferences. Cookies, by themselves, do not tell us your e-mail address or other personally identifiable information unless you choose to provide this information to us by, for example, registering at the BillCam Site or logging in through one of our third-party partner sites. However, once you choose to furnish the site with personally identifiable information, this information may be linked to the data stored in the cookie. We use cookies to understand usage and to improve BillCam. For example, we may use cookies to personalize your experience at our web pages (e.g., to recognize you by name when you return to our Site) or save your password in password-protected areas.

"Web beacons" or clear .gifs are small pieces of code placed on a web page to monitor the behavior and collect data about the visitors viewing a web page (or, in the case of Billcam, how many visitors view a given bill). For example, web beacons can be used to count the users who visit a web page or to deliver a cookie to the browser of a visitor viewing that page. We may and other third parties may use web beacons on this Site from time to time for this and other purposes.

We may combine all of the information we collect about you and use it individually or collectively in the manner described in this Privacy Policy.

II. HOW WE USE THE INFORMATION WE COLLECT

We may use the information we collect in order to establish and enhance our relationship with you and to improve the user experience we provide.

BillCam's use of this information includes the following general purposes: customizing the Content you view; storing Content you have viewed; creating a user profile and account for you based on your preferences; identifying the comments and User Content you post when you use the BillCam Services; improving our Services; conducting research; compiling aggregate data for internal and external business purposes; protecting our rights; and other uses in accordance with our Terms of Use; and for any other purpose disclosed to you at the time we collect your information.

While using the BillCam Site you will have opportunities including without limitation to comment on federal and state bills ("User Content"). If you choose to submit content for publication, we may publish your user name and other information you have provided to us, including but not limited to your photo and bio. Please understand that when you post such information, it is made public and is not subject to this policy. If you remove User Content, copies may remain viewable in cached and archived pages or if other users have copied or stored your User Content.

We reserve the right to make all of the following information about you available to all other users of BillCam: (a) any information you choose to include in your user profile; (b) your BillCam user name and friends; and (c) the date you registered to become a member of, and last logged into, BillCam. Your name and, depending on privacy settings, email address, may be used when you invite another person to join BillCam or when you request your friends to ‘like’ BillCam.

We sometimes use your information to communicate with you, such as to notify you when we make changes to the BillCam Site or to fulfill a request by you to receive our weekly newsletter(s). We may also use your personal information to provide you with promotional information about BillCam's features, services, and other offerings that may be of interest to you, or to provide information or offers to you that are related to the BillCam Services on behalf of our business partners.

BillCam may display targeted advertisements based on your personal information. BillCam does not provide any personal information to the advertiser when you interact with or view a targeted ad, although advertisers (including ad serving companies) may assume that people who interact with, view, or click targeted ads meet the targeting criteria.

We may disclose personally identifiable information in response to legal process, for example, in response to a court order or a subpoena. We also may disclose such information in response to a law enforcement agency's request, or where we believe it is necessary to investigate, prevent, or take action regarding illegal activities, suspected fraud, situations involving potential threats to the physical safety of any person, violations of our terms of use, to verify or enforce compliance with the policies governing our web Site and applicable laws or as otherwise required or permitted by law or consistent with legal requirements.

We sometimes use non-PII information that we collect to improve the design and services provided by BillCam and to enable us to optimize your experience. We also may use this information in the aggregate to analyze site usage, as well as to offer you products, programs, or services.

Anonymous data is information (whether it was originally personally identifiable or non-personally identifiable) that subsequently is used in aggregate form. We may use anonymous data for purposes of research or analysis. We may conduct research on our customer demographics, site usage, and interests and behavior based on personal data we gather. Although anonymous data may be based in part on personal data, it does not identify you personally. BillCam may share this type of anonymous data with a variety of third parties, including its affiliates, advertisers and other current and prospective business partners.

We may also use anonymous data collected for website administration, advertising and promotional purposes, and we may share such information with various affiliated and unaffiliated entities for such purposes. IP addresses are also used to provide anonymous aggregated data to advertisers about the volume of use on the BillCam Services, and non-personally identifiable information about your activities may be used to customize advertising messages. Anonymous usage and demographic information may also be shared with our advertisers and business partners.

As we develop our business, we have the right to buy or sell assets or business offerings. Customer, email and visitor information is generally one of the transferred business assets in these types of transactions. In addition, we may transfer personally identifiable information about you if we, or one of our business units, are acquired by, sold to, or merged with another company.

Agents and contractors who have access to personally identifiable information are required to protect this information in a manner that is consistent with this Privacy Policy by, for example, not using the information for any purpose other than to carry out the services they are performing for us.

We will not use or transfer personally identifiable information provided to us in ways unrelated to the ones described above without also providing you with prior notice.

IV. HOW WE WORK WITH THIRD PARTY SOCIAL NETWORKS

To optimize your experience with BillCam and to simplify the Site's registration process, we provide you with the opportunity to access or interact with third party social networks such as Facebook and Twitter. When you connect to the Site through third party services, we may share information about you with these third party service providers and they may share data about you with us, including as follows:

- If you connect with a third party service, you will be able to publish information about your activities on the BillCam Services, such as sharing bills, sharing bills with added commentary, and sharing annotations you have made to official bill text, to that service by adjusting your settings on your Profile Settings page. Please note that when you choose to publish your information from BillCam to social networking services, that information will be visible to users of those services, in accordance with applicable law and the privacy policies of those services. We recommend that you familiarize yourself with the services' privacy policies and privacy controls.

- If you visit BillCam while logged into one of these services, the third party service provider may be able to identify you and to associate the technical information provided by your web browser with other information the service already has about you.

Please remember that we do not control the privacy practices of these third party services. We encourage you to read the privacy policies of all third party service providers.

VI. OUR COMMITMENT TO SECURITY

We have put in place industry-standard physical and technical procedures to safeguard and help prevent unauthorized access, maintain data security, and correctly use the information we collect online.

Unfortunately, no security system can be guaranteed to be 100% secure. Accordingly, we cannot guarantee the security of your personal information and cannot assume liability for improper access to it. By using the Sites, or providing personal information to us through any means, you do so at your own risk and you agree that we can communicate with you electronically regarding security, privacy, and administrative issues relating to your use of this site.

You are responsible for maintaining the secrecy of your unique password and account information and for controlling access to your email communications from BillCam, at all times. We do not monitor, verify, or perform any background check on Users.

To help protect your privacy, be sure:

  • not to share your user ID or password with anyone else;
  • to log off the BillCam service when you are finished;
  • to take customary precautions to guard against “malware” (viruses, Trojan horses, bots, etc.), for example by installing and updating suitable anti-virus software.

VII. OUR COMMITMENT TO THE PRIVACY OF CHILDREN

Protecting the privacy of young children is important to us. BillCam does not knowingly collect or maintain personally identifiable information or non-personally identifiable information from persons under 13 years of age, and no part of our Site is directed to persons under 13. If you are under 13 years of age, then please do not use or access our Site at any time or in any manner. If BillCam learns that personally identifiable information of persons less than 13 years of age has been collected on the this Site without verified parental consent, then BillCam will take the appropriate steps to delete this information.

VIII. USERS OUTSIDE THE UNITED STATES

BillCam is a web service based in the U.S. and our offices are headquartered in the U.S. Please be aware that information you provide to us or that we obtain as a result of your use of the BillCam Services may be processed and transferred to the U.S. and be subject to U.S. law. The privacy and data protection laws in the U.S. may not be equivalent to such laws in your country of residence. By using our website, participating in any of the BillCam Services, or by providing us with your information, you consent to this collection, transfer, storage, and processing of information to and in the U.S.

From time to time, we may update this privacy statement. If you do not agree with any changes to the Privacy Policy, you must leave the BillCam Site and discontinue any use of the BillCam Services. Any visit to the BillCam Site or use of the BillCam Services on any 3rd party site by you after the new Privacy Policy is posted will indicate your agreement to the new Policy.
