Accidental Firearms Transfers Reporting Act of 2017 This bill requires the Federal Bureau of Investigation (FBI) to submit a biannual report to Congress on the number of proposed firearm transfers where: (1) a licensed gun dealer submitted a background check through the National Instant Criminal History Background Check System (NICS), (2) NICS failed to respond to the licensed gun dealer within three business days, and (3) the licensed gun dealer completed the transfer. Tiffany Joslyn Juvenile Accountability Block Grant Program Reauthorization Act of 2017 (Sec. 2) This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize for FY2020 the Juvenile Accountability Block Grant (JABG) Program. It subjects JABG grants to accountability measures. The Office of Inspector General in the Department of Justice (DOJ) must conduct annual audits of selected grant recipients. Effective and Humane Treatment of Youth Act of 2017 Kalief's Law This legislation amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize the Juvenile Accountability Block Grant (JABG) program for FY2018-FY2022. It requires a state or local government that receives JABG funding to implement policies that, with respect to youth: (1) provide a right to speedy trial; (2) provide a right to timely bail consideration; and (3) restrict solitary confinement. Student Loan Repayment Assistance Act of 2017 This bill amends the Internal Revenue Code to allow a business-related tax credit for an employer's payments for employees under a student loan repayment program.
