H.R. 3619 - Toxic-Free Beauty Act of 2023

Section 1 - Short Title
The bill is titled the "Toxic-Free Beauty Act of 2023".
Section 2 - Ban on Certain Substances in Cosmetic Products
Section 601 of the Federal Food, Drug, and Cosmetic Act would be amended to include a ban on specific substances in cosmetic products. The banned substances are listed as follows:
- dibutyl phthalate (CAS no. 84-74-2)
- diethylhexyl phthalate (CAS no. 117-81-7)
- formaldehyde (CAS no. 50-00-0)
- paraformaldehyde (CAS no. 30525-89-4)
- methylene glycol (CAS no. 463-57-0)
- quaternium-15 (CAS no. 7439-97-6)
- mercury (CAS no. 7439-97-6)
- isobutylparaben (CAS no. 4247-02-3)
- isopropylparaben (CAS no. 4191-73-5)
- m-Phenylenediamine (including the salts of such substance) (CAS no. 108-45-2)
- o-Phenylenediamine (including the salts of such substance) (CAS no. 95-54-5)
The ban on these substances would come into effect on January 1, 2025 for any cosmetics introduced or delivered into interstate commerce.
