Restore Honor to Service Members Act [S.1766]
Restore Honor to Service Members Act Requires appropriate military record correction boards or discharge review boards to review the discharge characterization of any former members of the Armed Forces requesting a review who were discharged because of their sexual orientation. Permits such boards to change a characterization to honorable if such characterization is any characterization except honorable. Directs the Department of Defense (DOD) to ensure that any such changes are carried out consistently and uniformly across the military departments

Commuter Benefits Equity Act of 2015 Amends the Internal Revenue Code to equalize and increase to $250, with a cost-of-living adjustment after 2015, the tax exclusion for both transportation and parking fringe benefits. PACT Act Preventing Animal Cruelty and Torture Act Amends the federal criminal code to prohibit intentionally engaging in animal crushing in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. (Current law prohibits knowingly creating or distributing an animal crush video.) Adds exceptions for conduct that is for predator or pest control, medical or scientific research, or necessary to protect the life or property of a person from a serious threat caused by an animal.
