HB-1944: To amend section 100905 of title 54, United States Code, to direct the Secretary of the Interior and the Secretary of Agriculture to require annual permits and assess annual fees for commercial filming activities on Federal land for film crews of 5 persons or fewer, and for other purposes.
Summary of H.R. 1944 Bill
Simple Explanation of H.R. 1944 (115th Congress)
What is this bill about?
This bill is about setting rules for small commercial film crews (5 people or fewer) who want to film on Federal land (like national parks or public forests). It tells the government to create a yearly permit and charge a yearly fee so these small film crews can film legally and easily on public lands.
Key Points of the Bill
Annual Permit and Fee: Small film crews (up to 5 people) must get a permit that is valid for one year to film on Federal public lands during public hours.
Fee Amount: The bill sets a maximum yearly fee of $200 for these permits.
No Censorship: The government cannot deny a permit based on the subject or content of the filming.
Exemptions:
If someone already has a commercial use authorization or another permit for an activity on Federal land, they don't need to get an extra permit or pay extra for filming if filming is part of that permitted activity.
Small businesses using very minimal equipment (just a camera and tripod) may be exempt from paying fees, even if filming commercially, as long as the crew is 5 people or fewer.
News Gathering: Activities related to collecting and filming news are not considered commercial filming, so news reporters don't have to pay fees or get permits under this law.
Why is this bill important?
This bill makes it easier and more affordable for small independent filmmakers and small businesses to film on Federal land without excessive fees or complicated rules. It encourages creative projects while still helping the government manage and maintain public lands.
