Transforming Education through Technology Act - Directs the Secretary of Education to award matching grants to states and, through them, subgrants to local educational agencies (LEAs) to strengthen state and local technological infrastructure and professional development that supports digital learning. Allocates grant funds among states in proportion to each state's share of school improvement funds under part A of title I of the Elementary and Secondary Act of 1965. Requires states to use at least 90% of their grant to award subgrants to LEAs.

Industrial Hemp Farming Act of 2013 [HB-525]
Industrial Hemp Farming Act of 2013 - Amends the Controlled Substances Act to exclude industrial hemp from the definition of "marihuana." Defines "industrial hemp" to mean the plant Cannabis sativa L. and any part of such plant, whether growing or not, with a delta-nine tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis. Deems Cannabis sativa L. to meet that concentration limit if a person grows or processes it for purposes of making industrial hemp in accordance with state law.
