Puerto Rico Air Cargo Industry Empowerment Act This bill modifies foreign civil aircraft regulation with respect to air cargo in Puerto Rico. Current law prohibits foreign civil aircraft from exchanging cargo in the United States unless the aircraft is specifically authorized to do so or the exchange occurs in Alaska. This bill applies air cargo regulation to Puerto Rico in the same way that it applies to Alaska. Thus, the bill allows foreign civil aircraft to stop in Puerto Rico and exchange cargo with other air carriers.

HEART Act of 2017 Help Extract Animals from Red Tape Act of 2017 This bill amends the federal criminal code to modify the notice period in civil forfeiture proceedings that involve the seizure of an animal involved in animal fighting. It requires the government to send notice of the seizure to interested parties within 30 days (currently, 60 days). BRAVE Act of 2017 Burial Rights for America's Veterans' Efforts Act of 2017 This bill increases the amounts payable through the Department of Veterans Affairs (VA) for: (1) burial and funeral expenses of certain veterans, and (2) such expenses in connection with a veteran's death due to a service-connected disability. The VA shall increase such amounts each fiscal year by the percentage increase in the Consumer Price Index.

PACT Act Preventing Animal Cruelty and Torture Act This bill amends the federal criminal code to revise and expand provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both.
