Broadband Conduit Deployment Act of 2018 This bill directs the Department of Transportation to require states to evaluate the need to install broadband conduit in any project to construct a new highway or additional lane or paved shoulder for an existing highway that is begun after the enactment of this bill and that receives funding under the federal-aid highway program.

FAIR Act Federal Adjustment of Income Rates Act This bill increases by 3% the rates of basic pay for federal employees under the statutory pay systems (i.e., the General Schedule, the Foreign Service Schedule, and various schedules related to the Veterans Health Administration) for calendar year 2019. Additionally, it increases by 3% the rates of basic pay for prevailing rate employees for FY2019.
