The bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities for which funds were provided in the preceding fiscal year.

Requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport live covered animals (i.e., livestock, honey bees, insects, fish, and crawfish) within a 300 air-mile radius from where the on-duty time of the driver begins.
