Delays reimposition of the annual fee on health insurers until 2022. Under current law, the annual fee for a health insurer is calculated based on the insurer's share of total premiums from the preceding year. Creates an allowance for a deceased veteran's or deceased service member's surviving spouse who is receiving dependency and indemnity compensation (DIC) from the Department of Veterans Affairs.
