SFC Richard Stayskal Military Medical Accountability Act of 2019 [HB-2422] [Healthcare ] [Veterans ] [Military ] [Public Health ] [Law Enforcement ]
Allows claims to be brought against the United States for damages relating to the personal injury or death of a member of the Armed Forces arising out of a negligent or wrongful act or omission in providing medical, dental, or related health care functions at a military medical treatment facility. Prohibits the obligation or expenditure of federal funds for any use of military force in or against Iran unless Congress has either declared war or enacted specific statutory authorization for such use. National Purple Heart Hall of Honor Commemorative Coin Act [HB-1830] [Veterans ] [Military ] [Arts and Culture ] [Funding ] [Grants ]
Directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2022. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Honor Mission, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

Agricultural Trucking Relief Act of 2019 [HB-1673] [Agriculture ] [Transportation and Motor Vehicles ] [Food ]
Revises regulations related to the transportation of agricultural commodities. Specifically, the bill expands the definition of agricultural commodity to include (1) aquaculture, horticultural, and floricultural commodities; (2) fruits; (3) vegetables; (4) any non-human living animal and the products thereof; and (5) other agricultural products that are sensitive to temperature or climate and at risk of perishing in transit. Under current law, an agricultural commodity means any agricultural commodity, non-processed food, feed, fiber, or livestock.

Women's Suffrage Centennial Commemorative Coin Act [HB-2423] [Arts and Culture ] [Funding ] [Grants ]
(Sec. 3) directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. (Sec. 5) Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. (Sec. 7) All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.
