Imposes limits on various types of family-sponsored immigration visas. The alien parents of U.S. citizens shall not qualify for visas for "immediate relatives," which are not subject to any direct numerical limits. Currently, the spouses, unmarried children under 21, and parents of citizens are considered immediate relatives. The bill also creates a nonimmigrant visa for such parents of citizens. Amends the Internal Revenue Code to repeal the inclusion of any Social Security or tier I railroad retirement benefits in gross income for income tax purposes. The bill also: (1) appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this bill, and (2) expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this bill.
