No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 [HB-20]
Modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Born-Alive Abortion Survivors Protection Act [HB-962]
Establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion. A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. This bill aims to change a law to make it illegal for a healthcare practitioner to not give proper care to a baby that survives an abortion. It also requires immediate hospital admission for any baby that survives an abortion. If someone violates this law, they can be fined or imprisoned. The bill also allows for civil action by the mother or baby, which may result in financial compensation.

Full Military Honors Act of 2019 [HB-1019]
Requires full military honors to be provided for the funerals of certain veterans. Specifically, a veteran shall receive full military honors if the veteran (1) is first interred or inurned in Arlington National Cemetery, (2) was awarded the medal of honor or the prisoner-of-war medal, and (3) is not entitled to full military honors because of such veteran's grade.

Requires any agency that receives a fee, fine, penalty, or proceeds from a settlement to deposit the amount in the general fund of the Treasury. Homeless Veteran Families Act [HB-95]
Updates the Department of Veterans Affairs per diem payment calculation for entities furnishing services to homeless veterans to include funding for a minor dependent. The rate for per diem payments is the daily cost of care as estimated by the grant recipient or eligible entity. would expand the per diem payment amount for a homeless veteran who has care of a minor dependent to the daily cost of care plus, for each minor dependent, an amount that equals 50% of such daily cost of care.
