Healthcare Freedom Act of 2019 [HB-3594]
Expands the availability of health savings accounts. It renames such accounts as "health freedom accounts" and allows all individuals to receive increased tax deductions for contributions to such accounts. The term "qualified medical expenses" is expanded to include costs associated with direct primary care, health care sharing ministries, and medical cost sharing organizations. The bill also excludes employer contributions to health freedom accounts from employee gross income for income tax purposes.

Charitable Donations Freedom Act [HB-3595]
Allows employees or officers of the federal government or the District of Columbia to accept donations of goods. (Under current law, the Antideficiency Act generally prohibits federal agencies or the District from accepting voluntary services or employing personal services not authorized by law, except in cases of emergencies involving the safety of human life or the protection of property. The bill specifies that the term "voluntary services" does not include the donation of goods.)

Term Act of 2019 Terminating the Extension of Rights Misappropriated Act of 2019 [HB-3199]
Addresses double patenting with respect to drug-related patents. Specifically, the bill requires an owner of drug-related patents, if the owner lists more than one patent as covering a particular drug, to prove in certain proceedings that each patent covers a distinct invention. If the patent owner fails to do so, then the owner shall have disclaimed patent protection from all the listed patents after the first patent expires. This requirement shall apply to various proceedings challenging the validity of drug-related patents, as well as to infringement

75th Anniversary of the End of World War II Commemorative Coin Act [HB-3155]
Directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 500,000 $1 coins, and 750,000 half-dollar coins in commemoration of the 75th anniversary of the end of World War II. The coins shall be emblematic of the sacrifices made by millions of people of the United States 75 years ago in bringing an end to World War II. Senior Citizens Tax Elimination Act [HB-3971]
Amends the Internal Revenue Code to repeal the inclusion of any Social Security or tier I railroad retirement benefits in gross income for income tax purposes. The bill also: (1) appropriates funds to cover reductions in transfers to the Social Security and Railroad Retirement Trust Funds resulting from the enactment of this bill, and (2) expresses the sense of Congress against using tax increases to provide revenue necessary to carry out this bill.
