Pay Our Coast Guard Parity Act of 2019 [HB-367]
Provides continuing appropriations to the U.S. Coast Guard for any period in which there is a Coast Guard-specific funding lapse. The bill provides appropriations for the pay, allowances, and benefits of specified Coast Guard personnel and contractors if (1) there is a lapse in appropriations for the Coast Guard, and (2) legislation has been enacted that provides interim or full-year appropriations for the Department of Defense (DOD). HB-367: Pay Our Coast Guard Parity Act of 2019
This bill, H.R. 367, is about providing funds for Coast Guard personnel in case there is a delay in passing a new appropriations Act. Christa McAuliffe Commemorative Coin Act of 2019 [HB-500]
Directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe, a teacher tragically killed in the Space Shuttle Challenger Disaster. The design of the coins shall bear an image and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2020. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program

Telecommunications Denial Order Enforcement Act [HB-602]
Directs the President to determine annually whether telecommunications companies domiciled in China, including Huawei and ZTE, have violated U.S. export controls or sanctions. If a violation is found, the President must impose appropriate penalties. Chinese subsidiaries of foreign companies are excluded from the bill. The bill also prohibits executive agencies from reducing any penalty imposed on a Chinese telecommunications company for violating a sanction or export control, unless the President certifies that the company has not violated U.S.

Health Savings Account Expansion Act of 2019 [HB-603]
Modifies the requirements for health savings accounts (HSAs) to: increase the maximum contribution amounts, permit the use of HSAs to pay health insurance premiums and for direct primary care service arrangements, repeal the restriction on using HSAs for over-the-counter medications, eliminate the requirement that a participant in an HSA be enrolled in a high deductible health care plan, and decrease the additional tax for HSA distributions not used for qualified medical expenses.

Life at Conception Act [HB-616]
Declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to require the prosecution of any woman for the death of her unborn child.

This bill aims to provide equal protection under the 14th Amendment of the Constitution for the right to life of every human person, whether they are born or still in the womb. It clarifies that the right to life guaranteed by the Constitution applies to every human being from the moment of fertilization onwards. However, it does not allow for the prosecution of women for the death of their unborn children. The bill also defines terms like "human person" and "human being" to encompass all individuals of the human species at any stage of life.
