Ban Toxic Pesticides Act of 2019 [HB-230] [Environmental ] [Agriculture ] [Food ] [Public Health ] [Consumer Protection ]
Requires the Environmental Protection Agency (EPA) to cancel the registration of the pesticide chlorpyrifos under the Federal Insecticide, Fungicide, and Rodenticide Act. The bill prohibits the sale and use of existing stock of chlorpyrifos. The bill requires the EPA to ban chlorpyrifos residue on food under the Federal Food, Drug, and Cosmetic Act.

Enhanced Background Checks Act of 2019 [HB-1112] [Firearms/Gun Control ] [Crime ] [Mental Health ] [Public Safety ] [Criminal Justice ]
Revises background check requirements applicable to proposed firearm transfers from a federal firearms licensee (e.g., a licensed gun dealer) to an unlicensed person. Additionally, the bill modifies statutory references with respect to a particular category of prohibited persons (i.e., persons barred from receiving or possessing a firearm). Specifically, it replaces references to persons "adjudicated as a mental defective" with persons "adjudicated with mental illness, severe developmental disability, or severe emotional instability."

(Sec. 2) funds through FY2092 the September 11th Victim Compensation Fund of 2001. Updates the Department of Defense's Survivor Benefit Plan and how it operates in relation to other benefits. The plan currently provides a monthly annuity (based on a percentage of a service member's retirement pay) to an eligible beneficiary upon the death of the service member. Currently, if a surviving spouse is also entitled to dependency and indemnity compensation, the annuity paid under the plan will be reduced. COAST Research Act of 2019 Coastal and Ocean Acidification Stressors and Threats Research Act of 2019 [HB-1237] [Environmental ] [Science ] [Water ] [Climate Change ]
Addresses the effects of ocean and coastal acidification on marine organisms and ecosystems. Specifically, the bill reauthorizes through FY2024 and revises the Ocean Acidification Program of the National Oceanic and Atmospheric Administration and the ocean acidification grant program of the National Science Foundation. The bill expands those programs, as well as the ocean acidification activities of the National Aeronautics and Space Administration (NASA), to include efforts to research and monitor the effects of coastal acidification.
